A 1994 document “Policy Statement on Discrimination in Lending” was entered into the Federal Register on April 15. This contained a threat from 10 federal agencies to banks and mortgage lenders to make loans to lower income minority regardless of credit status. The lenders were threatened with loss of access to the secondary mortgage market, fines, etc. This document was signed by Henry Cisneros, Janet Reno, Eugene Ludwig and Alan Greenspan.
